Douglas Brooks was appointed President and Chief Executive Officer of Community Counseling & Mediation (CCM) by the Board of Trustees on July 1, 2024, after the sudden passing of his father and CCM’s Founder, President and Chief Executive Officer Emory Brooks in 2023. Having spent over 33 years of his professional life helping individuals and families, improving service delivery, and educating the workforce to make a difference in the lives of New York’s most vulnerable residents, Douglas Brooks is honored to build on his father’s achievements, and lead CCM in its next phase of growth and innovation.
Mr. Brooks began his career in child welfare in the fall of 1990 providing foster care/adoption services in progressively more responsible positions with Lutheran Social Services, working with vulnerable children and families at the height of New York City’s (NYC) crack cocaine and AIDS crisis. In 1995, Mr. Brooks joined CCM as the Director of Adolescence HIV/AIDS Preventive Services, and later adding the responsibilities of psychotherapist and then Site Director at CCM’s Community Multi-Service Center.
After 12 years at CCM, he joined NYC’s Administration for Children Services (ACS) as Chief of Staff and Director of Special Projects to the Deputy Commissioner of Policy and Planning of Children’s Services. At ACS, he conceptualized and developed the “Well-Being Initiative”, which is being used today to measure the wellness of the children and families involved with child welfare. Mr. Brooks then moved to the Commissioner’s Office, serving as Deputy Chief of Staff with a focus on program development, and later became the Deputy Director of Administration for the ACS’s Manhattan Borough Office.
In 2008, Mr. Brooks became the Director of Family and Children’s Services at Brooklyn Community Services, where he managed a $13.1 million portfolio of programs and services that helped children reach their full potential and strengthened families.
Mr. Brooks returned to CCM in 2015 to oversee development and implementation of Ruby’s Place, a supportive housing facility serving 71 adults with disabilities. In addition to directing Ruby’s Place, he worked on the development of Beverly’s Place, a 70-unit facility to serve individual, couples and families suffering from mental illness and other disabilities.
In 2015, Mr. Brooks founded the Brooks Counseling Group, LLC. The Brooks Counseling Group provide psychotherapy, coaching and supervision for people in need and for professionals to enhance their professional development.
Douglas Brooks was an Adjunct Professor at New York University’s School of Social Work and at the City University of New York’s College of Staten Island, teaching social welfare policy to graduate students. He is also a field instructor having guided over 25 social workers into the profession.
Mr. Brooks received a B.A from Temple University in 1990, and Masters of Science in Social Work from Columbia University in 1994. He also received Advanced Certificates from the Harvard University Kennedy School of Government and Columbia University’s Institute for Not-For-Profit Management.

Carmen Collado has been the Chief Operating Officer and Chief External Affairs Officer of Community Counseling & Mediation (CCM) since July 2024. Ms. Collado has broad experience leading New York City (NYC) mental health and human service agencies that serve diverse communities.
Most recently, she served as Chief Relationship Officer for The Shield Institute, an organization dedicated to enabling children and adults with autism spectrum disorder and developmental and intellectual disabilities to lead fulfilling lives. In that position, Ms. Collado led Board relations, corporate and charitable fundraising campaigns, and advocated for government funding. She secured a multimillion-dollar grant for The Shield’s early learning programs, as well as reorganized, rebranded and expanded The Shield’s art program to serve more artists, generate increased revenue and offer behavioral health services.
Previously, as Chief Networking and Relationship Officer at Institute for Community Living (ICL), Ms. Collado developed collaborations and partnerships among peers, government legislators, managed care companies and clients. She secured over $1.75 million in government funding, including for ICL’s housing programs. Ms. Collado also oversaw efforts to increase the agency’s cultural competence and diversity initiatives to better address the needs of diverse New Yorkers.
For over a decade, Ms. Collado held leadership positions at the Jewish Board of Family and Children’s Services (JBFCS), where she was Chief Government & Community Relations Officer. Earlier at JBFCS, she served as the Director of their Foster Care Initiative, which was designed to reduce disruption of and time spent in foster-care placement by offering mental health services to foster children. Her work influenced the New York State (NYS) Office of Mental Health to license additional on-site mental health satellite clinics at foster care agencies. During almost ten years at Safe Space, Ms. Collado served as Division Director of Mental Health & Addiction Services, where she doubled the size of the agency’s programs for people with mental illness and substance abuse.
Ms. Collado’s public policy work includes collaboration with elected officials, key policymakers and coalitions, including Human Services Council and Coalition of Behavioral Health Agencies, (now InUnity Alliance) to support mental health and social services. Significant policy efforts include work in support of Timothy’s Law and mental health parity on the federal level; children’s mental health, and Latinas and suicide on the NYS level; and supported housing, autism, Children Under Five, and geriatric mental health at the NYC Council level.
Throughout her career, Ms. Collado has collaborated with leaders of New York’s Hispanic human services community and Latino elected officials to inform and educate regarding policies, programs and services to address Latinas and suicide; high school, college and graduate school dropout rates; and racial, ethnic and linguistic diversity in higher education.
Ms. Collado has received numerous awards, including the NYS Senate Pioneer Award (2016), the New York University (NYU) Silver School of Social Work Center for Adolescent and Family Health Latino Leadership Award (2016), and the NASW Top Social Worker Leader Award (2017).
Ms. Collado is a member of the NYU Silver School of Social Work Dean’s Council, a select group of the School’s distinguished alumni and friends who provide support in advancing strategic philanthropic and growth goals. She is a member and past Chair of the NYS Board of Regents Advisory Board of Social Work, where she advises and assists the NYS Education Department on matters of professional regulation.
Ms. Collado received a B.A. degree in sociology from Queens College, the City University of New York; an MSW from the NYU Silver School of Social Work; and an advanced certification from the Columbia University Institute for Not-for-Profit Management.
Alexandra Claudette Morales, JD

Alexandra Morales has served as Community Counseling & Mediation’s (CCM) Chief Compliance Officer since June 2024. She is an accomplished leader with extensive experience in healthcare, social services, and strategic operations management. Fluent in English and Spanish, Ms. Morales excels in multicultural environments, and has a deep commitment to community service and operational excellence.
Prior to her position at CCM, Ms. Morales served as the Borough Director in both Harlem and the Bronx at the Center for Alternative Sentencing and Employment Services (CASES). At CASES, she managed the Pre-Trial Supervised Release Program, overseeing teams that serviced over 1,000 participants annually and secured substantial funding, including from the Mayor’s Office of Criminal Justice and the Robin Hood Foundation. These roles involved intricate coordination with CASES human resources and legal departments to ensure effective solutions to employment and operational challenges, enhancing program delivery across multiple boroughs.
Prior to CASES, Ms. Morales spent eight years at the Physician Affiliate Group of New York at Harlem Hospital. She led grant writing and budget management for health-related programs, particularly those focused on HIV support services. This role involved collaborating with multidisciplinary teams to ensure the successful execution and compliance of health programs, while also conducting extensive analyses to shape long-term strategic goals.
Ms. Morales has also served as the Assistant Director of Homefinding at the Coalition for Hispanic Family Services in Brooklyn, managing the critical process of securing foster homes for approximately 230 children annually and ensuring stringent compliance with performance and reporting standards, as well as city and state licensing requirements.
Ms. Morales has a Bachelor of Arts in Psychology, a law degree from the University of Puerto Rico and studied Employment Law at New York University’s School of Professional Studies.

Size Qiu has served in increasingly responsible positions managing Community Counseling & Mediation’s financial operations since 2015. As CCM’s Senior Director of Fiscal Services, he oversees the agencies budgeting, financial reporting, audit preparation, and other financial functions. Mr. Qiu also ensures financial compliance with grant requirements and communicates financial information to the regulatory bodies. He is experienced in non-profit financial operations, including government contracting and tax credit projects.
Mr. Qiu graduated from Tongji University in Shanghai, China, with a B.A. in Business Administration. He has a Masters in Accounting from Tulane University New Orleans.
